A Legacy of
 Responsibility
  and Action

The tragedy at the 2021 Travis Scott's Astroworld Festival revealed critical gaps in the safe and emergency preparedness for the event. Despite visible warnings and distress signals from the crowd, safety measures fell short, leading to preventable injuries and fatalities.

“Emergency Operations Plan (EOP) did not clearly indicate communications between entities for show stoppage.”

– HPD Investigation Conclusion, Astroworld Festival

The Pink Bows Foundation’s mission is to identify and mitigate foreseeable hazards and foster a positive culture of safety, care and awareness, no matter the type of event. Central to this mission is the Showstop® Procedure course— The Pink Bows Foundation first-ever standardized safety protocol is designed to better prepare event organizers and public safety personnel, as well as enhance audience safety during live performances.

Safety should not be a choice; it is a duty. We are collaborating with global safety organizations, venue management, event organizers and major insurance companies to provide awareness, training and expertise they need to ensure crowd safety. The Foundation’s mission is to improve safety standards across the event industry and reduce the occurrence of major injuries and fatalities.

Why the Showstop® Procedure Course?

In the fast-paced world of live events, safety risks can escalate in moments. Weather, terrorism, active shooter, critical crowd density, fire and structural collapse are just some of the foreseeable hazards in the industry—each requiring a time critical decisive response to prevent minor incidents from escalating into mass casualties. History shows that crises can occur even under the oversight of the most experienced stakeholders.

The Showstop® Procedure course is here to change that. Designed for event leadership across strategic, tactical, and operational roles, as well as those in risk and crisis management teams, it provides:
  • 1

    Tried and Tested Safety Protocols

The Showstop® Procedure is a proven crisis management measure that clearly defines roles and responsibilities, ensuring stakeholders have a well-documented and rehearsed emergency plan for a swift, coordinated crisis response.

  • 2

    Real-Time Safety Monitoring

The Showstop® Procedure requires ongoing event oversight and crowd monitoring by competent professionals who can identify emerging threats to life-safety and make decisive and proportionate responses to prevent a tragedy.

  • 3

    Emergency Response Readiness

The Showstop® Procedure empowers those responsible for Public Safety to temporarily halt a performance to address life-safety threats. It also serves as an effective crisis management tool for coordinating localized or full-site evacuations when necessary.

  • 4

    Global
    Standardization

A global standardization of the Showstop® Procedure will ensure consistency across jurisdictions, and venues, allowing touring production crews, performers, event organizers and those responsible for safety, to operate under universally understood protocols.

A Course developed through

Expertise

Led by two world renowned Pink Bows Global Crowd Safety Consultant Experts, Steve Allen and Dr. Mark Hamilton, this one-day course is designed to better equip professionals involved in event safety management and security with the skills to plan, prepare and implement a robust Showstop® Procedure. Additionally, the course prepares emergency services and local authorities to critically assess the suitability of proposed event Showstop® Procedures before granting event licenses or permits.

Steve Allen, founder and CEO of UK-based Crowd Safety, is a global crowd safety expert with over 30 years of experience. As the pioneer of the Showstop® Procedure, he has ensured the safety of millions at concerts, festivals, and major events, working with top global brands and iconic artists like Oasis, Led Zeppelin, Eminem, the Dixie Chicks and the Red Hot Chili Peppers.

Dr. Mark Hamilton served as Head of the International Centre for Crowd Management and Security Studies at Buckinghamshire New University, where he advanced research and education in crowd safety. His operational expertise includes more than 30 years as Security Director for Paul McCartney’s world tours, overseeing safety for millions of concertgoers.

Steve and Mark bring decades of international experience, advising, educating, and overseeing crowd safety management for leading global brands and major events. They have also provided expert witness services for high profile cases, including Astroworld, and have contributed to the development of event safety guidance documents used worldwide.

“In collaboration with crowd safety management experts Steve Allen and Dr. Mark Hamilton, and our partner organizations, we aim to create much-needed change in the event and festival industry, honoring Madison’s memory by protecting others.”
